O PROCESSO DE TRABALHO DO SERVIÇO SOCIAL NAS INSTITUIÇÕES DE ACOLHIMENTO PARA CRIANÇAS E ADOLESCENTES EM SITUAÇÃO DE RISCO SOCIAL EM TERESINA (PI).

Abstract

RESUMO: O presente estudo trata sobre o trabalho do Assistente Social no contexto do processo de trabalho nas instituições de acolhimento para crianças e adolescentes em situação de risco social em Teresina (PI). Os serviços de acolhimento são uma das modalidades de proteção social com caráter excepcional e temporário, com o objetivo de garantir o atendimento integral a crianças e adolescentes afastados do ambiente familiar de origem por diversos fatores de vulnerabilidade e de risco social, incluindo, pós reordenamento institucional, a necessidade do trabalho com as famílias de origem, de modo a garantir a reintegração familiar e, portanto, o direito à convivência familiar e comunitária. Nas equipes que executam o serviço está o Assistente Social, cujo trabalho ou intervenção profissional é o alvo dessa pesquisa, tendo, no objetivo principal, analisar o modo de operacionalização do trabalho do Assistente Social nas instituições pesquisadas. O trabalho traz como aporte teórico análises de diferentes autores que tratam sobre as temáticas de risco, vulnerabilidade, questão social, direito à convivência familiar e comunitária, trabalho, processo de trabalho do Assistente Social, trabalho com família, dentre outras. Traz, também, revisões documentais sobre a legislação vigente como Estatuto da Criança e do Adolescente (ECA), Plano Nacional de Convivência Familiar e Comunitária (PNCFC), Política Nacional de Assistência Social (PNAS) e outras sobre acolhimento institucional, bem como a inserção prático-profissional das equipes interdisciplinares. Utilizou-se, para isso, o método de pesquisa crítico-dialético marxista, o qual determinou uma análise que expusesse a essência dos fenômenos para além da imediaticidade posta. A abordagem metodológica foi a qualitativa, que resgata e analisa concepções, significados, opiniões e práticas, com depoimentos colhidos por entrevistas semiestruturadas junto a 06 profissionais das seguintes instituições: Casa de Punaré, Reencontro, Abrigo Feminino e Lar da Criança Maria João de Deus, sendo, os sujeitos da pesquisa, os profissionais de Serviço Social que compõem o quadro da equipe técnica nos Serviços de Acolhimento Institucional em Teresina (PI). Os depoimentos foram transcritos, sistematizados em categorias e interpretados à luz do referencial teórico. Os resultados apontam que o Assistente Social desenvolve várias atividades nessas instituições, dentre elas, o trabalho social com as famílias de origens de crianças e adolescentes. Percebeu-se que o Assistente Social, nas instituições pesquisadas, ao atuar no acompanhamento, não somente da criança e do adolescente, mas, sobretudo, da família de origem, muitas vezes não cumpre nem aos objetivos propostos, normativamente, pelo serviço, como previsto nas orientações metodológicas. Esse trabalho com famílias de origem ainda é pontual, esporádico e eventual. O acompanhamento pouco explora as potencialidades do trabalho em rede entre serviços e políticas, sendo realizado de forma assistemática, sem planejamento, apenas quando as famílias visitam os filhos na instituição. Não há ação pró-ativa e articulada. O resultado são poucas possibilidades de reinserção familiar. -------------- ABSTRACT: The present investigation is a study of the Social Worker job in the context of the work process in institutional home for children and teenagers at social risk in Teresina (PI). The institutional home are one of several types of social protection with an exceptional and temporary nature, with the aim of ensure the total service to children and teenagers away from the family environment of origin by several vulnerability factors and social risk, including, powder institutional reordering, the necessity of work with the families of origin, in order to ensure the family reintegration and, therefore, the right to familiar and communitarian environments. The teams who carry the service are the Social Worker, whose work or professional intervention is the aim of this research, taking, in the main objective, to analyze the mode of operation of the Social Worker job in institutions researched. The work brings as theoretical inputs analyzes of different authors that deal on the themes of risk, vulnerability, social issue, right to familiar and communitarian interaction, work, work process Social Work, work with family, among others. It also reviews the current legislation such as the Child and Adolescent Statute (ECA), National Plan for familiar and communitarian environments (PNCFC), National Political and Social Assistance (PNAS) and others on institutional home, as well as the inclusion work practice of interdisciplinary teams. It was used to this, the research method a critical-dialectical marxist, which resulted in an analysis that explains the essence of phenomena beside the immediacy raised. The methodological approach was qualitative, that recover and analyzes concepts, meanings, opinions and practices, with testimonies collected by semi-structured interviews with 06 professionals from the following institutions: House of Punaré, Reunion, Women's Shelter and Home of the Child Maria João de Deus, being the subject of research, the professionals of Social Workers that compose the framework of technical staff in Institutional Home Services in Teresina (PI). The interviews were transcribed, systematized into categories and interpreted in the light of the theoretical framework. The results show that the Social Worker develops various activities in these institutions, among them, the social service with families of children and adolescents. It found that the Social Worker, in research institutions, by acting in the monitoring, not oftentimes of the child and adolescent, but, above all, of the family of origin, still does not meet the objectives proposed, prescriptively, by the service, as provided for in the methodological guidelines. This work with families of origin is still occasional, sporadic and possible. The monitoring little opened for networking between services and policies, being carried out in a systematic, without planning, only when families visit the children at the institution. There is no action pro-active and articulated. The result is few possibilities to familiar reinsertion.
