O MINISTÉRIO PÚBLICO COMO MEDIADOR DA IMPLEMENTAÇÃO DE POLÍTICAS PÚBLICAS NO ESTADO DO PIAUÍ.

Abstract

RESUMO:

Este trabalho teve como objetivo investigar, discutir e analisar criticamente a atuação do Ministério Público como agente político da lei, no papel de mediador entre o Estado e a sociedade, tomando por objeto o estudo específico a ação dessa Instituição de defesa dos direitos sociais na seara da Criança e do adolescente no estado do Piauí. Conscientes da nova conjuntura e da mudança democrática participativa existente no Brasil com o advento da Constituição de 1988, objetivou este trabalho verificar como o Ministério Público influencia as ações políticas do Poder Executivo, consolidando a efetivação dos direitos no Brasil. A escolha do Ministério Público se justifica pelo vulto de suas atuações relacionadas à defesa e proteção da sociedade brasileira, da qual se tornou o principal órgão de defesa e controle social, passando a fiscalizar a lei e unindo-se à sociedade civil organizada na ampliação da cidadania participativa. A implicação do estudo da situação de rebelião ocorrida no ano de 2002 no CASA – Centro Social de Apoio a Criança e ao Adolescente traz a tona a problemática da Questão Social da Infância em Teresina, perpassando pela nova configuração do menor como sujeito de direitos de cidadania................ABSTRACT:

This work it had as objective critically to investigate, to argue and to analyze the performance of Public prosecution service as agent politician of the law, in the paper of mediator between the State e the society, taking for object the specific study the action of this Institution of defense of the social rights in the field of the Child and the adolescent in the state of the Piauí. Conscientious of the new conjuncture and of the existing democratic change in Brazil with advent of the Constitution of 1988, we look for to verify as the Public prosecution service it influences the actions politics of the Executive, consolidating the effectives rights in Brazil. The choice of Public Prosecution Service is justified for the countenance of its performances related to defense and protection of the Brazilian society, of which if became the main agency of defense and social control, starting to fiscalize the law and joining it the society civilian organized in the magnifying of the participative citizenship. The implication of study of the situation of occured rebellion in the year of 2002 in the CASA - Centro Social de Apoio a Criança e ao Adolescente brings the problematic of the Social matter of Infancy in Teresina, following through the new configuration of the minor as citizen of citizenship rights.
