Abstract:
RESUMO: O presente trabalho analisa as políticas sociais do Governo Federal, com foco no Programa Bolsa Família (PBF), abordando como as relações intergovernamentais, o federalismo cooperativo e a gestão intersetorial norteiam as ações de combate à pobreza no Brasil, entre 2003 e 2010. Para isso, procura entender o modelo de federalismo brasileiro, realçando a relação entre a União, os estados e os municípios, para inferir como ocorre a implementação das políticas públicas e sociais no Brasil. Busca compreender as mudanças estruturais e institucionais estabelecidas nas políticas sociais brasileiras, em especial as que foram instituídas a partir do Programa Bolsa Família, pois é a partir dele que ocorrem as modificações mais intensas nas relações intergovernamentais no que se relaciona a esse tipo de política. Fundamentada no método qualitativo, mais especificamente no método de análise documental, esta pesquisa busca, nos registros escritos, as informações viabilizadas pela reconstituição da história, que atendem ao seu objetivo, que é conhecer os princípios que norteiam o modelo de gestão do Programa Bolsa Família e das políticas sociais brasileiras e como esse arquétipo se relaciona com o federalismo cooperativo brasileiro instituído pela Constituição de 1988. Nesses termos, o estudo das ações do governo federal no combate à pobreza é importante aos propósitos da pesquisa, ao ser constatado que, após a inserção do modelo de gestão intersetorial, importantes decisões tomadas pelos governos subnacionais na redução das vulnerabilidades sociais foram custeadas e orientadas pelo poder central. ABSTRACT: This work analyzes the social policies of the Federal Government focusing on the Bolsa Família Program (BFP, or Family Stipend), approaching how the intergovernmental relations, the cooperative federalism and the intersectoral management guide the fight against poverty actions in Brazil from 2003 to 2010. For that, it seeks to understand the Brazilian federalism model, highlighting the relationship among the Country, the states and the municipalities so as to infer how the implementation of public and social policies occur in Brazil. It seeks to understand the structural and institutional changes established in the Brazilian social policies, especially those started from the BFP, as it is from this program that the most intense changes occur in the intergovernmental relations concerning this type of policy. This research was grounded on the qualitative method, more specifically on the document analysis method, and it seeks, in written records, the information made available by the history reconstitution, which is in accordance with its objective, i.e., to learn the guiding principles of the BFP management model and the Brazilian social policies and how this archetype is related to the Brazilian cooperative federalism instituted by the 1988 Constitution. In these terms, the study of the federal government’s fight against poverty actions is important for the purposes of research by finding out that, after the insertion of the intersectoral management model, important decisions taken by subnational governments in reducing social vulnerabilities were funded and guided by the central power.
