GOVERNANÇA EM ARRANJOS PRODUTIVOS LOCAIS: estudo sobre práticas de gestão social em aglomerações produtivas da região de Picos (PI)

Abstract

RESUMO Os Arranjos Produtivos Locais têm sido objeto de estudos de grande parte da literatura relacionada à área de aglomerações produtivas. Isso porque essas aglomerações caracterizarem-se como sistemas complexos, devido à sua grande capacidade de interações e inter-relações dos seus atores, sobretudo quando se verifica a amplitude de suas categorias e características. Ademais, trata-se de um importante vetor de desenvolvimento na localidade onde estão inseridos. Este estudo tem como objetivo geral compreender a forma de governança, sob o viés da gestão social, dos APLs da região de Picos, com 2 (dois) APLs, com predominância para as práticas apícola e de cajucultura. A metodologia da pesquisa teve abordagem qualitativa com caráter exploratório. Quanto aos meios, classifica-se como pesquisa de campo e estudo de múltiplos casos. Os dados foram coletados por meio de entrevistas semiestruturadas e a análise de dados baseou-se na perspectiva da análise de conteúdo. Com os resultados do estudo, observou-se que os aglomerados produtivos estudados possuem uma governança pautada em aspectos direcionados ao atingimento dos objetivos coletivos, mas que na mesma governança possuem características de gestão social. As considerações finais do estudo apontam para uma necessidade de potencializar o fator aprendizagem no contexto das cooperativas analisadas, com o objetivo de propiciar reflexões e a consciência colaborativa, especialmente para os novos membros potencializando a relação de pertencimento coletivo entre os membros dos APLs.

ABSTRACT Local Productive Arrangements, LPA, have been the subject of studies in most of the literature related to the area of productive agglomerations. This is because these agglomerations are characterized as complex systems due to their great capacity for interactions and interrelations of their actors, especially when the amplitude of their categories and characteristics is verified. Addicionally, it is an important vector of development in the locality where they are contextualized. In this perspective, this work studies how the relationship between the governance characteristics present in LPA in Picos-PI with social management elements that can improve the achievement of collective objectives. The main goal of this study is to understand the way of governance under the bias of social management of the Local Productive Arrangements of Picos and surrounding with two LPA predominantly for beekeeping and cashew farming practices. This research methodology had a exploratory qualitative approach. It is also classified as a field research applied in multiple cases. Data were collected through semi-structured interviews and data analysis was based on the perspective of analysis content. The results of the study observed that the productive clusters studied have a governance based on the aspects directed to the achievement of collective objectives, but that in the same governance have characteristics of social management. The conclusion of the study point out to a to potential the learning process in the context of the cooperatives analyzed whose objective provided reflections and collaborative awareness, especially for the new members, enhancing the relationship of collective belonging among the members of the LPA.
