O DIREITO À EDUCAÇÃO INFANTIL NO ESTADO DO PIAUÍ: configuração no contexto dos planos de educação

Abstract

RESUMO: O direito à educação infantil está assegurado, na legislação brasileira, às famílias e às crianças de zero a cinco anos de idade. O Plano Nacional de Educação (PNE), aprovado pela Lei nº 13.005/2014, estabeleceu como meta para essa etapa educacional a universalização da pré-escola, até o ano de 2016, para crianças de quatro e cinco anos de idade, e o atendimento em creche de, no mínimo, 50% das crianças de zero a três anos, até o final do decênio. O Distrito Federal, os estados e os municípios também elaboraram seus planos educacionais em consonância com as diretrizes, metas e estratégias do PNE, ação importante para o monitoramento e avaliação das políticas públicas. O Estado do Piauí e seus 224 municípios instituíram seus planos de educação, sendo que este estudo teve por objetivo analisar a configuração do atendimento à educação infantil nos municípios piauienses após a aprovação do PNE/2014. Especificamente, pretendeu-se examinar a conformidade entre o disposto no PNE e nos Planos estadual e municipais de educação, no que se refere à meta de atendimento para a educação infantil; analisar a evolução do atendimento em creches e pré-escolas no Estado do Piauí após a aprovação do PNE e identificar os desafios que os municípios piauienses terão que enfrentar para alcançar a meta de atendimento à educação infantil até o final do decênio. A pesquisa utilizou a abordagem quantiqualitativa de cunho documental. As principais referências que contribuíram para a construção do estudo foram Rosemberg (1989, 1999, 2002, 2003), Kuhlmann Jr. (2015), Campos (1989, 1999, 2010, 2011), Dourado (2010), Correa (2010, 2011, 2019) e Dourado, Grossi Júnior e Furtado (2016). Os resultados informam que o Plano de Educação do Estado do Piauí reproduziu o texto da Meta para a educação infantil do PNE, embora tenha aumentado e diversificado as estratégias. A maioria dos municípios piauienses tomou como base, na definição da Meta 1, o estabelecido no PNE, embora eles tenham feito modificações na definição de estratégias, ampliando, reduzindo ou variando seu conteúdo. No que se refere ao atendimento às crianças de zero a três anos, em 2019, o Piauí estava com a taxa de 32,4%, abaixo da nacional (37,0%) e do Nordeste (33,0%). No entanto, no que se refere à pré-escola, alcançou 99,1%, acima da média nacional (94,1%) e da média nordestina (96,7%). Os resultados apontam que o atendimento à educação infantil nos municípios piauienses apresenta relevantes desigualdades no acesso, comprometendo a garantia legal do direito das famílias e das crianças a essa etapa da educação. Portanto, para cumprir a Meta 1 do PNE, os municípios do Piauí deverão empreender maiores esforços para assegurar o direito à educação infantil, principalmente nas creches.

ABSTRACT: The right to early childhood education is guaranteed, in Brazilian legislation, to families and children from zero to five years of age. The National Education Plan (PNE), approved by Law No. 13.005/2014, established as a goal for this educational stage the universalization of pre-school, until the year 2016, for children of four and seven years of age, and daycare service for at least 50% of children aged zero to three years old, by the end of the decade. The Federal District, the states and the municipalities also prepared their educational plans in consonance with the guidelines, goals and strategies of the PNE, an important action for the monitoring and evaluation of public policies. The State of Piauí and its 224 municipalities have instituted their education plans, being that this study aimed to analyze the configuration of assistance to early childhood education in the municipalities of Piauí after the approval of the PNE/2014. Specifically, it was intended to examine the conformity between the provisions of the PNE and the state and municipal education plans, with regard to the early childhood education attendance target; analyze the evolution of service in crèches and pre-schools in the State of Piauí after the approval of the PNE and identify the challenges that the municipalities of Piauí will have to face in order to reach the goal of providing early childhood education by the end of the decade. The research used a quanti-qualitative documental approach. The main references that contributed to the construction of the study were Rosemberg (1989, 1999, 2002, 2003), Kuhlmann Jr. (2015), Campos (1989, 1999, 2010, 2011), Dourado (2010), Correa (2010, 2011, 2019) and Dourado, Grossi Júnior and Furtado (2016). The results show that the Education Plan of the State of Piauí reproduced the text of the goal for Early Childhood Education of the PNE, although it increased and diversified the strategies. Most of the municipalities in Piauí took as their basis, in the definition of Goal 1, what was established in the PNE, although they have made changes in the definition of strategies, expanding, reducing or varying its content. With regard to the service for children aged 0 to 3 years, in 2019, Piauí had a rate of 32.4%, below the national rate (37.0%) and of the Northeast (33.0%). However, with regard to preschool, it reached 99.1%, above the national average (94.1%) and the northeastern average (96.7%). The results show that the provision of early childhood education in the municipalities of Piauí presents relevant inequalities in access, compromising the legal guarantee of the right of families and children to this stage of education. Therefore, in order to fulfill Goal 1 of PNE, the municipalities of Piauí must make greater efforts to ensure the right to early childhood education, especially in daycare centers.
