DESENVOLVIMENTO ORGANIZACIONAL E ESTRATÉGIAS ELEITORAIS DO PARTIDO SOCIALISMO E LIBERDADE – PSOL

Abstract

RESUMO:Esse trabalho tem por objetivo analisar o impacto do desenvolvimento organizacional do Partido Socialismo e Liberdade – PSOL em suas estratégias e resultados eleitorais na disputa ao cargo de Deputado Federal, nas eleições de 2006, 2010 e 2014. A mais recente literatura em partidos políticos vem analisando empiricamente os fatores de sucesso e fracasso das agremiações partidárias, em especial na América Latina pós terceira onda democrática. Lupu (2016) afirma que os partidos bem-sucedidos precisam construir uma base estável de filiados, ou seja, organização partidária importa para o sucesso eleitoral, o caso brasileiro, no entanto que adota o sistema eleitoral de lista aberta, tende a centrar o voto na pessoa do candidato (Carey e Shugart, 1995; Samuels, 1997; Nicolau, 2002), razão pela qual o político tem poucas razões para deixar que o partido determine suas estratégias de campanha (Samuels, 1997). Dessa forma existe uma clara tensão entre as estratégias do político e as da organização partidária. Para avaliar se o sistema eleitoral de lista aberta realmente limita o impacto da variável organização sobre as estratégias eleitorais, este estudo irá se focar no caso de um partido fortemente programático, de esquerda, relativamente jovem e que tem crescido na arena eleitoral: o Partido Socialismo e Liberdade – PSOL. A partir disso, questiona-se: como o desenvolvimento organizacional do partido tem afetado as estratégias e resultados eleitorais do PSOL na disputa aos cargos de Deputado Federal? A hipótese é de que o partido combina estratégias policy e vote-seeking na arena eleitoral, dependendo das condições políticas estabelecidas na disputa em cada Estado. Além da análise descritiva dos dados de filiação, resultados eleitorais e órgãos municipais, foram realizados testes estatísticos, consistentes em Correlação de Spearman, a fim de medir a relação entre filiados por mil eleitores e porcentagem de órgãos municipais por Estado, medindo, assim, a capilaridade organizativa do partido, bem como Regressão Múltipla utilizando os resultados eleitorais como variável dependente e variáveis independentes as nominadas variáveis organizacionais: filiados por mil eleitores, porcentagem de órgãos municipais e distribuição de recurso por Estado, ao final os testes mostraram o caminho inverso que as variáveis organizacionais impactam nos resultados eleitorais, logo as principais conclusões deste trabalho é: ainda que o PSOL, programaticamente, tenda a submeter a atuação de seus candidatos às suas orientações, ou seja, tem como pressuposto a orientação policy-seeking, este é levado a adequar suas estratégias dependendo do Estado, devido às pressões do sistema eleitoral brasileiro que centra a disputa no candidato, levando o partido a adotar a orientação vote-seeking quando o candidato que disputa as eleições para Deputado Federal já possui capital político estabelecido.

ABSTRACT:This study analyzes the impact of the organizational development on the strategies and electoral results of the Socialism and Freedom Party - PSOL in the dispute for the position of Federal Deputy in the elections of 2006, 2010 and 2014. The most recent researches regarding political parties have been analyzing empirically both the factors of success and failure of political parties, particularly in Latin America after the Third Wave Democracy. Lupu (2016) asserts that successful parties need to set up a stable base of affiliates, that is, party organization is an important matter for electoral success. In Brazil it is adopted the open list voting system, which tends to concentrate the vote in a candidate (Carey and Shugart,1995; Samuels, 1997; Nicolau, 2002), which is the reason why the politicians have no intention to let the party determine their campaign strategies (Samuels, 1997). Therefore, a clear tension between the politician’s strategies and the ones of the party organization arises. In order to assess whether the open list voting system actually narrows the impact of the variable “organization” on electoral strategies, this study will focus on one strongly programmatic, leftist, relatively young party that has grown up in the electoral arena: the Socialism and Freedom Party - PSOL. From there, it is questioned: how the party’s organizational development has affected the strategies and electoral results of the PSOL in the dispute for the positions of Federal Deputy? The hypothesis is that the party combines the strategies of policy and vote-seeking in the electoral arena, depending on the political conditions established in the dispute in each state. In addition to the descriptive analysis of the membership data, electoral results and municipal agencies, statistical tests were performed, consisting of Spearman Correlation, in order to measure the ratio of affiliated by one thousand voters and percentage of municipal organs per state, thus as well as Multiple Regression using the electoral results as a dependent variable and independent variables, the so-called organizational variables: affiliated by a thousand voters, percentage of municipal bodies and distribution of resources by State, in the end the tests showed the opposite way that the The main conclusions of this study are: although PSOL programmatically tends to submit its candidates' actions to their orientations, ie, it has as a presupposition the policy-seeking orientation, which is led to adapt their strategies depending on the State, due to the pressures of the Brazilian electoral system that centers the dispute on the candidate, leading the party to adopt the vote-seeking orientation when the candidate who fights the elections for Deputy Federal already has established political capital.
