ELEIÇÕES, PARTIDOS E OLIGARQUIAS NO PIAUÍ: permanência e reprodução da elite parlamentar (1998-2014)

Abstract

RESUMO: Esta pesquisa consiste na análise das elites políticas e no processo de oligarquização dentro do Legislativo Piauiense, bem como na compreensão da constituição, homogeneidade e estabilidade política, tendo como foco os deputados estaduais eleitos entre os anos eleitorais de 1998 e 2014. Uma consequência direta desse quadro observado é a grande concentração de poder nas mãos de um reduzido número de famílias políticas tradicionais. É necessário ressaltar que o cenário político do Piauí apresenta uma histórica situação oligárquica na qual o apego ao poder e aos benefícios que este oferece, aliado à falta de meios de controle pelos liderados, possibilitara o processo de oligarquização dentro do Legislativo Estadual do Piauí. Desse modo, a contribuição dos teóricos elitistas Gaetano Mosca, Vilfredo Pareto e Robert Michels é útil para a compreensão do funcionamento efetivo, a qualidade e as limitações de operação do regime democrático no estado piauiense. A realização deste trabalho tem como ponto de partida a análise das fichas de candidaturas e as Atas de posse dos deputados eleitos encontrados nos arquivos públicos do TRE-PI e da Assembleia Legislativa piauiense. Além disso, analisa os resultados oficiais das eleições lançados pelos sítios eletrônicos do TSE e TRE-PI, assim como os perfis biográficos dos parlamentares em cada legislatura, que são essenciais para compreender o processo de oligarquização e as relações familiares e partidárias dos deputados que foram eleitos. ABSTRACT: This research consists of the political elite analysis and the process of oligarchy evolution within the Legislative of Piauí, as well as the understanding of the political constitution, homogeneity and stability, focusing on the state deputies elected between the electoral years of 1998 and 2014. The great concentration of power in the hands of a small number of traditional political families is a direct consequence of this observed scene. It is necessary to emphasize that the political scenario of Piauí presents a historical oligarchic situation in which the attachment to the power and the benefits that it offers with the lack of control means by the ones led it, allowed the process of oligarchy within the State Legislature of Piauí. Thus, the elitist theorists Gaetano Mosca, Vilfredo Pareto and Robert Michels’s contribution is useful for understanding the effective functioning, quality, and operation limitations of the democratic regime in Piauí. The purpose of this work is to analyze the elected representative’s application forms and the Minutes of investiture found in the public archives of the TRE (Piauí) and the Legislative Assembly of Piauí. In addition, it analyzes the official results of the elections launched by the websites of TSE and TRE (Piauí), as well as the parliamentarian’s biographical profiles in each legislature, which are essential for understanding the oligarchy process and the family and party relations of the deputies who were elected.
